Apparently, back in the early 80’s, TMS and DiC wanted to make this spin-off to Lupin III for broadcasting in both Japan, France and Luxemburg (where it would be called “Arsene & Cie”). The spin-off would take place in the distant future (five generations from the original series’ timeline), Lupin VIII would be a detective instead of a thief, Jigen V would be sucking on a lollipop instead of smoking a cigarette (4Kids Sanji, anyone?), Goemon XVIII’s Zantetsuken would be a lightsaber, Fujiko V would mostly stay the same as her original ancestor and Zenigata V would have a whole bunch of hi-tech gadgets and police robots at his disposal. Needless to say, it was Lupin III for kids… IN SPAAAAAAACE!!!
Then why has nobody outside of the Lupin III fandom ever heard of it? Well, the series was canned before they could get any voice-actors for the pilot episode, which explains why in the pilot episode the characters’ mouths do flap but there’s no audible dialogue at all. The Maurice Leblanc estate still owned the Arsène Lupin name in most of Europe at that time, and the royalties they requested from TMS and DiC for broadcasting the series in France and Luxemburg were ludicrous, so the estate is mostly to blame for the cancellation.
